What is BUILDPROC?
BUILDPROC is a capacity building programme in procurement for agricultural and rural development.
BUILDPROC is built around a three-tier certification programme that leads to a diploma programme.
BUILDPROC is the result of a partnership between the International Fund for Agricultural Development (IFAD) and the International Training Centre of the International Labour Organization (ITCILO).
What is IFAD?
The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized agency of the United Nations created in 1977 dedicated to the eradication of rural poverty in developing countries.
What is ITCILO?
The International Training Centre of the ILO is the training arm of the International Labour Organizationinstitution located in Turin, Italy. It was founded in 1964 by the International Labour Organization and the Italian government. ITCILO mission is to achieve decent work for all women and men while exploring the frontiers of the future of work.
Where is BUILDPROC based?
BUILDPROC is administered by the ITCILO which is located in Turin, Italy.
What courses does BUILDPROC offer?
BUILDPROC primarily offers certification programmes that go beyond simple training. In its current set-up, BUILDROC offers three certification programmes:
M1 Certification – Fundamentals, Principles and General Practices of Project Procurement
M2 Certification — Public Procurement Processes for Successful Project Implementation
M3 Certification — Advanced Procurement and Contract Management Strategies
In line with its sustainability objectives, BUILDPROC is also committed to supporting procurement professionals in the agricultural and rural development sector who seek to specialize through a diploma programme.
BUILDPROC also offers a MOOC. MOOC stands for Massive Open Online Course. It is an open type of distance learning capable of accommodating a large number of participants. The MOOC offered by BUILDPROC targets a wide range of potential actors who monitor procurement in IFAD-funded projects.
Who can enrol in the M1, M2 and M3 certification programmes?
The M1, M2 and M3 certification programmes are open to all professionals interested in learning or improving their procurement skills. The certification programmes are designed for procurement practitioners in the agricultural and rural development sector, nevertheless, the learning can be easily applied to other related sectors and realities.

What are the requirements to enrol in the certification programmes?
M1 certification does not require any prior knowledge or experience beyond proficiency in the language of the course delivery.
For the M2 certification programme, it is preferable to have completed M1 or to be able to demonstrate equivalent competencies.
For the M3 certification programme, it is necessary to have completed M2.
In which languages are the courses delivered?
The M1, M2 and M3 certification programmes, as well as the MOOC, will be delivered in English, Arabic, Spanish and French. More information about their availability in each of the four languages will be communicated as the project implementation progresses.
Who can enrol in the Diploma Programme and how does it work?
To be eligible for the diploma programme, candidates must have completed the M1, M2 and M3 certification programmes. In addition to these three programmes, they must have completed an additional certification programme on related topics offered by IFAD or ITCILO. Once the eligible candidates apply, the partners proceed with a selection process based on the candidates’ profile, taking into account factors such as gender and motivation. The selected participants are then matched with an expert who will mentor, supervise and support them for the entire duration of the research work. This part of the diploma programme, the final coaching phase, is free of charge. The programme is sponsored by BUILDPROC, therefore the number of places available is limited.
How much does it cost to participate in a certification programme?
In fall 2021, the first online editions of the M1 programme will start. In January 2022, the rollout of the M1, M2 and M3 certification programmes in blended modality is planned to begin. The participation of IFAD-funded project procurement officers in these first editions is fully sponsored by BUILDPROC. The designated IFAD officers will select and nominate the participants directly.
For participants who are not working on an IFAD project or who are not selected or nominated, but who would like to participate in the first online editions of the M1, the participation fee is EUR 945.
This includes lifelong access to the e-Campus – the online learning platform –, training materials, the community of practice and to the expertise of trainers and coaches who will mentor the participants throughout the duration of the programme.
Are there any sponsorships for BUILDPROC?
Most participants working on IFAD-funded projects are and will be sponsored by the project itself. BUILDPROC is planning to provide such sponsorships for 2021, 2022 and 2023.
For other participants who would like to participate, sponsorships and financial assistance may be available from their own organizations/employers or from other institutions that contribute to capacity building in procurement.
